Pursuant to the Law on Games of Chance of the Republic of Montenegro “Betting on results of individual or group sports, dancing, singing, music and other competitions” is a game of chance where the participant predicts the outcome of the sports or other competition, organized by “SPORTING GROUP” doo, Budva, register number: 02314266, holder of concession number: 02/01-702/4 issued by the Ministry of Finance of Montenegro, Administration for Games of Chance (hereinafter: “the Organizer”) in the manner set forth under the following rules of the game:

RULES ON BETTING VIA THE INTERNET AND OTHER MEANS OF TELECOMMUNICATION

General rules

Article 1

These rules regulate the organization of games of chance – betting games (hereinafter: “betting”) and set forth the provisions on the organization of betting, terms and conditions for taking part in betting, betting venue, cut-off times to accept bets, publishing of game results, amounts of winnings, payout deadlines, notifications of betting participants (hereinafter: “Participant”) about the rules and terms and conditions of betting, procedure in the event of interruption, cancellation or change in the time of sports event, responsibilities of the Organizer and of the Participant, and on any other matters of relevance for the organization of betting via the Internet and other means of telecommunication.

Article 2

Participant may be a person of legal age meeting the terms and conditions set forth by the Law on Games of Chance. Participant shall acquire the right to take part in games of chance by opening a user account on the Organizer’s website.

In accordance with Article 56 paragraph 1 of the Law on Games of Chance of Montenegro, the Organizer shall set forth the following betting rules:

  • By opening a user account, the Participant and the Organizer enter into a service agreement for an unlimited period of time and each party may terminate the agreement at any point. The participant is required to read and accept these rules in full when opening a user account. The Organizer undertakes to ensure the implementation of all social responsibility rules, in particular with regard to the protection of minors, prevention of addiction among participants, protection of the participants’ personal data, and the prevention of money laundering and terrorist financing.
  • Participant may not be a person hired by, or in employment relation with the Organizer and any participation in games of chance by such persons shall be treated as a serious violation of duty.
  • The identity of a Participant shall be established by presenting a proof of identity electronically or at the Organizer’s betting outlet, no later than by the moment when the payout of the funds from the user account is requested.
  • Betting is a special game of chance where the Participant predicts the outcome of uncertain events offered by the Organizer, whereby the Participant places a monetary stake with the Organizer, and predicts, in his/her free will, various outcomes of uncertain events. Betting on an uncertain event in-play (Live bet) means betting during the uncertain event itself, and during the timeouts envisaged by the rules of the said event (half-time, third, quarter and similar, in case of sports events). Betting on events in-play shall be subject to the same rules as for betting before the start of any other uncertain event, unless regulated otherwise by these rules.
  • The subject matter of betting is the uncertain outcome of an event, offered by the Organizer, whereby the circumstance determining the win or loss must not be known to anyone in advance and must be such that neither the Organizer or the Participant may have any impact on this circumstance, and where the amount of the potential winning is defined at the time when the stake is placed and may not be changed afterwards, except in cases set forth under this Rulebook. The amount of the potential winning is set by the level of the coefficient, or odds, the bet is concluded with, as set by the Organizer for each event individually and clearly stated in the payment slip issued electronically upon acceptance of the participant’s monetary stake (ticket).
  • The coefficient i.e. “Odds” is a decimal number set by the Organizer in advance for each uncertain event according to the probability that the outcome on which a bet is placed will occur, and used to calculate the winning amount. In the event that the Participant chooses to place bets on several uncertain events at the same time, the total odds of the combination of selected events is obtained by multiplying the odds of each individual uncertain outcome of the events. In the offer, the Organizer shall clearly indicate which events and outcomes may and which may not be combined, given the nature of the event itself on which the Participant is placing a bet, and the participants shall comply with such rules.

These rules shall constitute the legal basis for entering into an agreement on participation in special betting games of chance and they shall be binding for the parties. The Rulebook shall comprise the general terms and conditions of entering into the agreement when registering to take part in all types of betting with the Organizer.

Bets

Article 3

The Organizer shall accept stakes for betting on its websites www.sbbet.me

The Organizer shall publish on its website daily offers of all uncertain events available for betting in a particular period of time (hereinafter: “offer”) together with the initial odds, betting instructions, any special terms and conditions for the specific betting on particular outcomes and events, and other information facilitating participation in betting for the participants. Various types of notifications, results, any special rules and terms and conditions for specific types of betting shall be displayed on the Organizer’s website.

The data in the offer shall be of informative character and shall be subject to changes. The Organizer retains the right to change the odds published in the events offered, and to make changes in the odds at any moment. Having in mind that, for the reason of technical issues, there may be differences in the odds as seen on the platform displaying the betting odds for the events in-play and the odds as seen on the ticket, the odds valid for the betting on the event in-play shall be solely the ones indicated on the payment slip.

The valid odds for all types of betting shall be visible on the Organizer’s ticket, which shall be entered in the Organizer’s data base upon acceptance of the monetary stake, and the Participant shall accept the offered odds for the selected outcomes of events by confirming the payment of the ticket, unless regulated otherwise under this Rulebook.

By paying the ticket, the Participant confirms not to have any knowledge of the outcome of the events on which the bet is placed.

User account

Article 4

Participant may open and use only one user account and the Organizer retains the right, in case it detects previously described fraud, to immediately close all such user accounts and cancel any transactions from such account, and to refund any initially credited funds, and notify the person registered as the user of such accounts at the moment when such user accounts are closed.

The user shall safeguard the name and the password of his/her user account and shall be the sole responsible for any material and non-material consequences of the use of his/her user account by any unauthorized persons.

The participant undertakes not to use the account in a manner which is in contravention of the applicable regulations of the State of Montenegro, or act on behalf of another person, or pay the funds acquired through criminal or other activities and disburse the funds to current accounts he/she is not authorized to use. 

The funds credited by the user to his/her user account shall be deposited to the user’s recording account and shall serve for further use, i.e. participation in the games of chance. The participant may credit the funds at all Organizer’s outlets through cash payment or via standard or online banking payment. The player may use the credited funds after they are recorded on the user account’s recording account. The Organizer retains the right not to accept the participation of the participant in the games of chance at any moment, in part or in full, without any special explanation.

Article 5

The Organizer shall set the minimum amount to be paid by the participant to bet on the outcomes of events, both per combination and per ticket. The Organizer shall also set the maximum payout limits for betting participants per combination, ticket and in total. The Organizer retains the right to change the minimum betting amounts per combination, minimum betting amounts per ticket and the maximum payout limits for winnings. The Organizer shall display the notification of such changes in a timely manner at visible points on the Organizer’s website.

The Organizer shall organize betting on outcomes of events, and shall set and publish the minimum requirements to participate in betting. The participants shall comply with the minimum and maximum number of uncertain sports events for each type of betting. The Organizer shall have the right to offer new events and games on outcomes, and to withdraw them from offer without any previous announcement.

The Organizer shall have the right to offer various betting bonuses to the participants depending on the number of events per ticket, and to change and withdraw any bonuses from its offer with a timely notification of the participants.

Article 6

The participant shall make his/her betting payment by completing the electronic form of the prepared ticket he/she sends to the Organizer electronically before the start of all events on which the bet is placed in the ticket which is then recorded in the electronic data base. In case such payment is made for bets on events that have already started or that have already ended, the Organizer shall declare such events and bets void and irregular and shall cancel such tickets, and refund the stake to the participant’s recording account, unless regulated otherwise under these rules.

For betting on an event in-play, bets shall be accepted throughout the event. For betting during timeouts, bets shall be accepted during the timeout. When betting on an event in-play, each bet placed after the results are published shall be declared void and such ticket shall be cancelled. For betting during timeouts, if the bet is placed after the end of the timeout, such tickets shall be declared void.

In case particular events are, for any reason whatsoever, held earlier or later than the times indicated in the offer, the bets placed until the actual start of the event shall be the ones deemed valid.

The Organizer shall have the right to change cut-off times for accepting bets for each game and each event.

Article 7

By accepting and entering a ticket in the electronic data base, the Organizer accepts the participation in the betting game and concludes the bet by certifying the participant’s electronic bet payment slip. The slip for the bet payment and the selected betting events shall also include the following clearly indicated information: the date and time of the slip issuance, the selected uncertain events with the code from the Organizer’s offer and the indication of code of the outcome itself, and the amount of the player’s stake and the amount of potential winning. The slip for bets on winning numbers shall include: the number of the drawing round, the drawing date and time, the amount of the player’s stake and the amount of potential winning.

Article 8

Betting on winning numbers ‘Lucky Six’, ‘Next Six’ and ‘Lucky X’ are betting games on computer-generated events, where the Random Number Generator (RNG) is used to select the outcome of events so that the outcomes of the betting game on winning numbers are statistically independent, random and unpredictable. Betting on winning numbers is carried out so that the balls with the numbers drawn from the drum are not returned to the drum until the end of the round. The participants have 48 numbers available, of which 35 are randomly generated in one round. The numbers are divided into 8 groups of 6 numbers each and each group is marked with a specific colour: red, green, blue, purple, brown, yellow, orange and black. The participant may place various bets for which the Organizer has already set odds, according to the probability that the outcome on which the bet is placed will occur. One betting round on winning numbers shall consist of the announcement, number generation (displaying the draw of numbers) and the publishing of the results.

Betting on races, virtual races, various virtual sports are betting games on recorded or computer-generated events, where pre-recorded materials or Random Number Generator (RNG) are used for the selection of the outcome of events, so that the outcomes of the betting game are statistically independent, random and unpredictable. The participant may place various bets for which the Organizer has set odds in advance, according to the probability that the outcome on which bets are placed will occur. Bets are accepted until the start of the event itself. The final result shall be the official result published after the race/event itself, as recorded in the organizer’s data base.

Ticket cancellation

Article 9

If the participant establishes that the bet payment slip, as proof of the bet concluded issued by the Organizer, is not in accordance with his/her request, the participant shall have the right to withdraw the bet and request cancellation of the slip after the payment is made, no later than 5 (five) minutes after the issuance of the slip, and before the start of the uncertain event on which the bet is placed. In case the participant fails to file a complaint after 5 (five) minutes following his/her payment, the bet may no longer be cancelled or modified.

Cancellation of bet payment slip in case of betting on events in-play, betting on winning numbers and betting on races, virtual races, various virtual sports is not permitted.

Participant may not subsequently withdraw his/her bet except in case of postponing of all events in the bet ticket.

Article 10

The Organizer shall not be responsible for any typing errors, human errors, software or obvious errors with regard to any product or information in the Organizer’s offer or on its website, and it retains the right of discretion to declare void any bet that is placed, or accepted under the circumstances of such errors. An obvious error shall include situations where, at a particular moment, participants are offered (due to a technical or other error) an incorrect offer, regardless of whether it is a case of incorrect game, incorrect event, incorrect odds or limit or handicap. All bets accepted during a fault in the system, equipment, error in communication with the Organizer’s provider or other problem with the equipment, shall be deemed void.

In case a bet is accepted with an incorrect amount of money, the Organizer retains the right to subsequently cancel such bet, no later than by the expiry of 24 hours after the acceptance of such incorrect payment. The Organizer also retains the right, in case it subsequently finds errors in an electronic payment slip that affected the regularity of the bet, and that are: related to the event venue, incorrectly determined household; related to obvious errors in the offered odds and/or handicap (advantage for a particular team or contestant); related to incorrect information published in the offer due to a printing and/or technical error that occurred in incorrect entry or transfer of data into the Organizer’s electronic data base; related to non-compliance of the Participant with the special terms and conditions of the specific betting on particular outcomes and events – to settle such bets with the odds of 1.00 and declare them void.

The Organizer also retains the right to reject, at any moment, including the time period after the bet is concluded, any bet or a part of a bet, and to declare void any bet or a part of a bet, if it finds at its own discretion that there is an arrangement or collusion among various betting participants, but in such case it shall keep as valid and settle as winning ones all other non-rejected or non-cancelled events in such bets.

In case a bet is rejected or declared void, the Organizer shall notify the participants whose bets have been rejected or declared void, in due time, and refund the money paid for the contested transactions. Any failure of the Organizer to send the above mentioned notification to the participant shall not affect the rejection or declaration of the contested transaction as void.

The Organizer retains the right to cancel any bet related to an event on which the bet is placed or a part thereof and retains the right to suspend the payout of the winning, if the integrity of the event is compromised, i.e. if the Organizer finds that there is reasonable doubt that anyone has acted with the aim of influencing the outcome of the event, thus violating the provisions and the official rules of organization of such events or even if there is evidence, on the basis of which the regularity of the organization of such event is contested.

Participant is not permitted to bet several times on the same outcome of an event within one bet combination comprising several uncertain events, and the Organizer shall subsequently declare all such bets void and shall settle them with the odds of 1.00 (void)

Valid result

Article 11

The Organizer shall acknowledge as valid result for betting on sports events the one achieved in the regular course of the match or competition, unless stated otherwise. Any extra times and penalties (penalty kicks from 11 or 7-metre mark, free throws and similar) shall not be considered as regular course of a match or competition. The Organizer shall mark separately any bets for which extra times are applicable, with the mark ‘OT’ or ‘FT+OT’ where the valid result for the bet in question is the one at the end of the extra times, and before the penalty kicks.

For betting before the start of the event, the offered odds are adjusted to the duration of the event, so that all bets are valid solely if the football match was completed within the standard 2×45 minutes or within shorter duration of 2×40 minutes (certain friendly matches, matches between younger categories and similar). In all other cases (if the half-time of the football match lasted 39 minutes of less), or the match was played in another format (3×30 min or similar), bets shall be deemed void and they shall be settled with the odds of 1.00. For betting on events in-play, the offered odds shall be adjusted to the match duration.

In case of baseball, the valid result shall always be the result at the end of the match, including extra times.

If the team or the contestant that is covered by the bet fails to appear at the start of the match, for any reason whatsoever, the bet shall be deemed void and shall be settled with the odds of 1.00.

In case of offers for the games ‘Football-players’, ‘Basketball-players’ and ‘Duels-players’, any extra times shall also be taken into account, and if the player did not take active part in the sports event, such bets shall be settled as void with the odds of 1.00 (it shall be deemed that the player did not take an active part in the event if he/she sat on the bench throughout the match or if he/she did not enter the field).

For the game ‘League Goals’, the following rules shall apply: this game may be linked with the other offers from the list except with the matches that are an integral part of the league on which the bet is placed; it is permitted to play single and mutual betting; in case a match is not played, it shall be deemed that there were exactly two goals in that match; in case more than one match in a league was not played, the bet shall be settled with the odds of 1.00(void); in case when a match in a particular league is interrupted, the rules related to interrupted football matches shall apply.

If it is found that the bets on event in-play (Live bet) were accepted with an incorrect result at the time when the bets were accepted, and for bets that were accepted with the time difference of more than two minutes compared to the actual time of occurrence of the outcome of such event, on which the bet is placed, the bet shall be declared void and shall be settled with the odds of 1.00.

If a sports event on which a bet is placed is held on neutral grounds, the Organizer shall not be required to indicate the exact venue of the event in the betting offer.

In case the results of an event are subsequently nullified by the organizer of the competition, the Organizer shall not be required to change the result achieved in the event that was subsequently nullified.

Postponing/interruption of a sports event

Article 12

If an event is postponed or interrupted the Organizer and the participants shall be required to wait until the end of the following calendar day (midnight – 00:00h) in local time of the event venue and in case the event is played or continued within this time period, the Organizer and the participants shall accept the result of the event as valid. If the event is postponed, and the new match time is set after such time period, the bet on that event shall be declared void and shall be settled with the odds of 1.00. This shall apply to all sports events other than tennis, for which the bet shall be binding, regardless of the time when the match is played or continued.

Article 13

If a sports event is interrupted before its official end, whether the bet is deemed valid or not shall depend on the type of the sports event, as follows:

  • Sports that may be divided into two half-times (football, basketball, handball, water polo, rugby and similar), sports with a pre-determined match duration and consisting of three thirds (hockey and similar) and sports that do not have a pre-determined duration, and the winner is the side that first wins three sets (volleyball and similar);

In case of interruption of an event (before the official end), at any moment during the match and if the event is not continued by the end of the following calendar day (midnight – 00:00h) in local time of the event venue, all bets that were not concluded at the moment when the match was interrupted shall be settled with the odds of 1.00. A bet that is not concluded shall be any bet whose result could modify the outcome, even theoretically, if the event was played until the end. For all concluded bets, the result achieved at the moment when the event was interrupted shall be the valid result. A concluded bet (winning or not) shall be the one where the result would not affect the outcome of the bet if the event was played until the end.   

  • Tennis:

If any player retires before the start of the match, all types of bets shall be settled with the odds of 1.00. In case the event is interrupted at any moment during the match, all bets that were not concluded at the moment when the match is interrupted shall be settled with the odds of 1.00. A bet that is not concluded shall be any bet whose result could modify the outcome, even theoretically, if the event was played until the end. For all concluded bets, the result achieved shall be the valid result. A concluded bet (winning or not) shall be the one where the result would not affect the outcome of the bet if the event was played until the end. For tennis events, the Organizer and the participants shall be required to wait for the match to be continued until the official announcement of continuance or cancellation of the match by the competition organizer.

  • Racing sports (Formula 1, Moto races, Cycling, Skiing, Athletics and similar):

If a competitor fails to appear at the start of the race, the bets on the contestant shall be declared void and shall be settled with the odds of 1.00. If a competitor appears at the start of the race and withdraws before the end of the race, all bets on that contestant shall be valid. If a contestant takes part in qualifications and fails to qualify for the race, all bets on him/her shall be valid and shall be deemed as not winning. If a contestant withdraws before the qualifications for the race, the bets shall be declared void and shall be settled with the odds of 1.00. If a contestant appears at the start and fails to start the race, it shall be deemed that he/she has lost the duel unless his/her opponent failed to even qualify for the race. If one or both contestants withdraw during the race, the winner of the duel shall be the one who remained in the race longer. If two contestants drop out of the race at the same time, the bet on their duel shall be deemed void and shall be settled with the odds of 1.

In case of postponing or interruption of events on which bets are placed in-play (Live bet), the Organizer and the Participants shall be required to wait for the events to continue 48 hours after the moment of interruption for all bets that were not concluded at the moment of interruption, and in case the events are not played during that period they shall deem the events postponed and shall settle them with the odds of 1.00 (void).

Article 14

After the end of a sports event or any other uncertain event for which betting odds are offered, the Organizer shall be required to publish the final outcome of the completed event as soon as possible, and to officially accept it within 24 hours after the final outcome is published. The 24-hour deadline shall start to run from the moment when the organizer of the said event confirms in its report the outcome of the completed event, which is the only valid outcome for the said event, unless provided otherwise in the offer of betting events.

If the Participant selects several uncertain events, the 24-hour deadline shall start to run as of the end of the last event in the ticket.

If the betting outcome happens to be known in advance, the Organizer shall declare such betting void.

Winnings

Article 15

Participant shall become entitled to a winning if a winning ticket was recorded in his/her user account in the electronic data base, and is validly accepted by the Organizer, with at least one winning combination which includes correctly predicted outcomes of all sports or other uncertain events from the Organizer’s offer, and which comprise the combination. One ticket may include a number of winning combinations. If the winning amount exceeds the maximum payout limit set by the Organizer, only the maximum payout limit set by the Organizer shall be disbursed.

Each winning shall be recorded in the participant’s recording account. Recording of winnings and transfer of monetary funds to the participant’s recording account shall be effected after the end of all events in the ticket, on the basis of the official results of sports and other events established and published by the Organizer.

If the Organizer finds that there is reasonable doubt that anyone has acted with the aim of influencing the outcome of events, thus violating the provisions and the official rules of organization of such events, or even if there is evidence, on the basis of which regularity of organization of such events is contested, the organizer retains the right to suspend the payout of the winning. The Organizer retains the right to correct the financial transactions of the winning paid out to the participant’s recording account if the payment was made due to a technical error or an incorrectly recorded result, and to recover the funds recorded correctly. If it is found that the participant further used the funds that were incorrectly paid out to his/her recording account to place bets, such bets shall be deemed void, regardless of any subsequent recording of the incorrect transaction by the Organizer.

The payout of the monetary funds from the recording account of a user account shall be made upon request of the Participant in cash at the selected outlet of the Organizer, to the cards issued by financial institutions supporting such transactions (Paysafe, Skrill, Neteller and other) or to the Participant’s current account, after the relevant forms are completed to file a request for the payout of the funds. Only the funds available may be paid out from the Participant’s recording account.

The Organizer shall bear no responsibility in case of the Participant’s error in entering the current account number, or in case of an error that is the responsibility of the bank through which the fund transfer is effected.

From the moment when the Participant files a request for payout to his/her current account, the requested payout funds shall be reserved in the recording account of the Participant and the Participant may not use the funds until the moment the funds are transferred to his/her current account. Transfer of the funds from the recording account to the current account of the Participant shall be effected at the moment when the bank confirms that the transfer of the funds is completed.

The Participant shall be responsible for all transactions effected through his/her account and any person who identifies him/herself in the Organizer’s interactive communication channels by inserting the correct user account and password shall be deemed valid, and all monetary transactions effected in such manner shall be deemed valid by the Organizer and no requests for cancellation of transactions shall be accepted by the Organizer under any circumstances.

Participant in a betting game shall have the right to file a written complaint with the Organizer within 7 (seven) days after the publishing of the official report with the results of the event, if he/she believes that the Organizer has failed to determine the winning in a proper manner. If the Organizer finds that the complaint is founded, he shall make the payout of the winning to the betting participant within 30 days.

The deadline for the payout of winning tickets by the Organizer shall be immediately after the end of the last event in the ticket at the earliest, and no later than 30 days after the moment when the participant filed a request for the payout.

In case of false impersonation by the Participant, the Organizer retains the right not to make the payout of any winnings, which would otherwise be paid out for a winning bet. The Organizer shall retain the money and do everything in its power to establish the true identity of the registered person (Participant). If the Organizer establishes the true identity of the Participant, it shall refund the deposit.

If the Organizer fails to establish the true identity of the Participant within 6 months, all money from that account of the Participant shall be paid into charity to the gyro account of a charity organization active in the territory of Montenegro.

Participant data storage

Article 16

The Organizer shall store all data of the participants who provided the data to the Organizer upon registering on the Organizer’s website, thus creating their accounts as detailed under Article 2 of the Rulebook.

The Organizer shall not store the data of the participants who closed their online accounts or requested their cancellation by the Organizer.

Users’ personal data may be used solely by the Organizer for the purposes for which they were provided by the users and to the extent necessary, all in accordance with the provisions 2 and 3 of the Law on Personal Data Protection of Montenegro.

Article 17

By taking part in betting, the Participant fully accepts this Rulebook, and all rights and obligations set forth herein. In controversial situations, the final decision shall be taken by the Organizer.

In case of any dispute between the Participant and the Organizer, which cannot be settled amicably, such dispute shall be settled before the Basic Court in Montengro with the subject matter jurisdiction.
